(1) Higher secondary schools which have received temporary affiliation according to rule 4, after fully complying with the conditions specified in this regulation and specified by the Council, after completing an educational level of two years, taking into account the results obtained by such schools. The council may grant permanent affiliation.

(2) Before granting permanent affiliation in accordance with sub-rule (1), the council shall conduct an on-site study of the academic, physical and other essential aspects of the concerned higher secondary school.
